Although most performance enhancing drugs are illegal to use in the United States, it appears that a large portion of the public is becoming more tolerant of their utilization. Even Juan Antonio Samaranch, president of the International Olympic Committee (IOC), appears to be softening his stance on the use of performance enhancing drugs in amateur sport. Samaranch was quoted as saying, “the list of banned substances should be drastically reduced” and that “drugs which do not damage an athlete’s health should not be prohibited” (Burton, 1998, p. 1).
