Different models of the organization lead to different approaches to empowering people and bringing forth many leaders. Let us consider two systems of increasing opportunities for leadership, delegation within a traditional hierarchy, creating a community with common purpose and shared values. In the United States Forestry Service, there has been a problem for years concerning the service centers due to the traditional hierarchy approach to the organization.
