The Provisional Government was set up as a temporary government to run Russia until elections could be held. However this government soon collapsed for four reasons. The disintegration of the army, inability to satisfy the upper and working classes, new ‘freedom of press’ and the opposing views with the Petrograd Soviet who shared power with the Provisional Government.
As the Provisional Government was forming another group, the Petrograd Soviet was formed. This resulted in a ‘dual power’ arrangement between the Government and the Soviet.
