The Philippines and America have had relations since the United States purchased the archipelago from Spain for twenty million dollars in 1898. A year later, on February 4, 1899, was the start of the Philippine-American War. The U.S. Philippine Commission Proclamation and the Benevolent Assimilation Proclamation were written in the hopes of creating a "benevolent assimilation" according to the United States and President McKinley. The President wrote the Benevolent Assimilation Proclamation in December 1898. Four months later, in April of 1899, the beginning of the war, the U.S. Philippine Commission Proclamation was written following McKinley’s same requests but more specifically.
