Impoundment of Funds: this occurs when the president wishes not to
provide funding for a particular program. The president can do this in two
different ways one being a deferral. This is when the president asks
congress to postpone funding for a particular program; the other way is
called a rescission. This is when the president wants to cease all funding
for a program at all times.
Sequential and Multiple Referrals: the Speaker of the House has two ways
in which he can have committees review a bill. Sequential referral is
when the Speaker of the House gives the bill to one committee and then to
another and then to another until he feels that enough committees have
