The main concern here with this legislation is the new procedures it will bring to the forefront. For instance, behavioral health organizations, long known for their needs for patient information confidentiality, will have to change the way things are done. The new legislation will serve to "give the individual the right to have access to his or her medical records and to limit their disclosure to others" (Cesare-Murphy, 1, 2001).
