In 1939, the United States was the only world power without a government-sponsored international radio service. Despite the efforts of many, including bills introduced to the U.S. Congress in 1937, 1938, and 1939, the United States entered the 1940’s with no plans to establish an official presence on the international airways. The Netherlands were the first to establish broadcasts in other countries as early as 1927, followed by the Soviet Union, which had established a radio center in Moscow, and was broadcasting in as many as 50 languages and dialects by 1930.
