The Importance of the 10 percent Rule for College Admissions in Texas When the Affirmative Action was banned by federal courts in 1996, Texas implemented the 10% rule to ensure that the minority race such as African-Americans, Hispanics, and poor whites are given a chance to receive an education so they may better their lives.
