Introduction.
The promise of gender sensitive policies has been an important area of focus for the South African government. The reason for this resides in the fact that gender inequality (and the reasons for its existence in practically every area of politics in South Africa) springs from four complex and sometimes interchangeable areas. Historical, political, economic, and social factors help explain the nature of gender inequality as a whole, as well as at local government level.
