‘On April 6 1994 a chain of events began which ended in the slaughter of approximately 800,000 Rwandans in what were the bloodiest few months since the end of World War II. As a result of the genocide and the ensuing fighting between the government and militia forces on one hand, and rebel forces on the other, more than 2 million people, both Tutsi and Hutu, became refugees outside of Rwanda, and many others were displaced within their country. Those escaping the conflict fled to Burundi, Tanzania, Uganda and Zaire.
This essay will discuss the refugee factor in Rwanda’s involvement in the great lakes conflict. It will begin by looking at the early refugee flows prior to the 1994 crisis. It will then discuss the prelude to the genocide
