Despite gains in some areas, many women in Africa and Asia do not enjoy the legal and political rights of men. Women do not have universal suffrage, nor do they have rights to own property or inheritance in all countries. Also, women are under-represented in national decision-making and hold only a small fraction of parliamentary seats and policymaking or leadership positions. In 1996, women made up 6.9% of cabinet ministers worldwide with an increase to 7.4% in 1998. As of March 2000, there were only eight women heads of State or Government – Bangladesh, Finland, Ireland, Latvia, New Zealand, Panama, San Marino and Sri Lanka.
