Anthony Flew expresses in his piece on the rationality of religious belief, his analysis on of an assertion. An assertion is a positive declaration on a particular matter. Flew tries to bring across the point that an assertion no longer becomes meaningful if the factors that brought you to that assertion has changed. If you state a position, and the beliefs at which the foundation of your assertion stands has changed, then the original assertion must also change.
In order for the assertion to be right or wrong, there most be some evidence that shows that it could be false if given another relevant scenario.
