To want a war and to cause one are very different views. A country may want a war but they may not directly act on their impulses. It is true to say that Germany, was itself, a key factor of the start of world war one, but it cannot be completely blamed. It takes more than one country to start a war, and to think that only Germany did bad things is completely wrong.
