1. I believe this is not a true knowledge based system because pay is linked to the education level achieved by teachers. Also, if no extra education is attained they still receive the “each year” raise based on experience.
Skill based systems link pay to skills, abilities and knowledge a person acquires that are relevant to work.
In this example 2 teachers may start at the same pay and teach the same class. One teacher decides to move on and earn additional credits and receives higher pay for the same job. This structure is based on knowledge of the individual doing the job rather than the job content or output.
