School choice had been debated for decades but actual programs were not enacted until the 1990’s. A decade ago there were only 300 tax-supported voucher students, all in Milwaukee. Today, nearly 20,000 students, in Milwaukee, Cleveland, and Florida, participate in such programs. Strong parent interest had fueled the growth in tax-supported and privately financed programs. More than 60,000 other students use private scholarships in more than 75 programs across the country.[i]
