We all know that there are top secret programs that the U.S. government has and will keep on doing, but the program that is most feared is the HAARP program. Nestled down in the deep tundra of Alaska is a military base that is researching and testing this program, there is also believed that there is a base in Michigan that could create a second type of HAARP, known as ELF.
