The answer to that question has many factors, however there were two main ones in the end that seriously contributed to the final number.
The first was Patriotism, which at the time Britain was brimming with. Over 750,000 people signed up in the first few months alone which was the highest number ever before recorded. On average about 125,000 people joined up a month which was a serious amount considering the size of the population was not significantly big.
But this wasn’t enough for the British government; they wanted more, so propaganda posters were introduced. The main ones shown below were the ones that really helped in increasing the total number to almost three million.
The posters were used to attract new volunteers.
